The signing of the agreement is only the beginning of the implementation process. The agreement also provides for a common process, adapted to different labour relations systems and national, local, sectoral and professional situations, while providing a model for social partners to anticipate, discuss, negotiate and control concrete solutions to the many effects of digitisation. The agreement recognizes, among other things, the need to invest in workers` capacities and respect for the right of persons to separation and defines appropriate measures to ensure compliance with the rules. This is particularly important at national level, as EU Member States are required to encourage and support trade unions and employers who negotiate on the basis of EU social partner agreements. A framework agreement between social partners should ensure that job security and worker participation are given priority throughout the European Union. The agreement applies to EUHIN and applies to both the public and private sectors, as well as all economic activities, including workers on online platforms.

The right of trade unions to be representative of workers is recognised and the agreement stipulates that trade unions must be able to consult all workers in the preparation of negotiations and that they must have the facilities and information necessary for full participation. Nevertheless, the agreement contains concrete proposals on skills, work organisation and working conditions, which can be adapted to local needs through a five-step process. The first step is to create a climate of trust on both sides, so that challenges and risks can be discussed honestly and openly. Next, partners must agree on a common method of mapping and evaluation covering all identified issues. The third step is to take an overview and adopt a digitization strategy, followed by agreement on appropriate measures and the implementation of appropriate measures. Finally, the fifth step includes regular monitoring and evaluation of the process, with ways to learn and adapt based on experience. The aim of this innovative agreement is to ensure the digital transition, which is delivering positive results for workers.
